Nationals Senator BARNABY JOYCE has been caught up in the coal seam gas controversy
after a neighbour told him his northern New South Wales property is an exploratory target.

Ironically, the senator was sitting on a public hearing into the industry's impacts
in Brisbane last month when he was informed Eastern Star Gas was given approval to explore
CSG at his Baradine farm.

He says he's not against CSG mining, but is concerned about the environmental impacts
and the lack of rights farmers are afforded.

The Senate Rural Affairs and Transport References Committee's inquiry, will resume
tomorrow, examining whether CSG extraction will impact water resources, farming land and
property values.

BRISBANE, April 5 AAP - A cowardly attack on a kangaroo in Brisbane's bayside has left
the animal with an arrow through its neck.

Police were called in after the kangaroo was spotted about 7.30am (AEST) on Tuesday
in Buchanan Street, Rothwell.

They were not able to catch the animal so the Australia Zoo Rescue Service was called
upon to help and the animal was later taken to the Zoo's Wildlife Hospital for treatment.

An Australia Zoo spokesperson said in a statement that, after assessment by a hospital
vet, the arrow was removed and the wound was cleaned and treated.

"Antibiotics, fluids and pain relief medication were administered and the kangaroo
was kept under observation until it had made some recovery from the anaesthetic," the
spokesperson said.

The kangaroo has since been released into a safe location near the hospital where staff
can monitor its condition.

"In these circumstances, being able to return her to the wild so quickly gives her
and her joey the best chance possible," they said.

Police investigations are continuing and they are appealing to anyone who may have
information relating to the incident to call their local station or Crime Stoppers.

BRISBANE, Dec 15 AAP - Travellers across Australia will be able to find a doctor with
the touch of a button thanks to an initiative of the Australian Medical Association in
Queensland.

Doctors on Wednesday launched a new computer app - Find a Doctor - which will locate
the nearest general practice.

AMAQ President Gino Tecararo said the iPhone app should be particularly popular with
families taking holidays this Christmas.

"No matter whether you're in Broome or Barcaldine this free app will quickly calculate
your closest GP any time, anywhere", Dr Tecararo said.

"It's as simple as clicking on the Find A Doctor icon to locate a doctor nearest to
you, selecting a phone number and making an appointment.

"People moving house, holiday makers, travellers and day trippers will all want to
have this portable directory in their back pocket", he said.

CANBERRA, Aug 7 AAP - After following her for much of the day, former Labor leader-turned-journalist
Mark Latham has clashed with Prime Minister Julia Gillard on the campaign trail.

The confrontation occurred as Ms Gillard was doing the rounds and meeting patrons at
Brisbane's Ekka show on Saturday.

Mr Latham, who is producing a segment for the Nine Network's 60 Minutes program, approached

Ms Gillard and asked why Labor had complained to the network about his presence.

A smiling Ms Gillard responded: "I don't know anything about that, Mark.

"If you want to work for Channel Nine, that's a matter for you."

Mr Latham then suggested his one-time Labor ally speak out against former prime minister
Kevin Rudd for trying to sabotage her campaign.

"Have a dig at him," he told her.

But Ms Gillard merely laughed and wished him well with his journalistic endeavours.

An ALP spokesman later denied the party had made any complaint to the Nine Network.

The Nine Network had not responded to inquiries as to whether a complaint was made.

Mr Latham's appearance with the press pack has caused a stir, with curious journalists
peppering him with questions during an impromptu media conference earlier on Saturday.

The former Labor leader was reluctant to answer the questions, telling them they would
have to wait to see his story when it goes to air.

The husband of former federal minister JACKIE KELLY has pleaded NOT guilty .. over
his alleged role in distributing bogus leaflets in her seat of Lindsay during last year's
federal election campaign.

GARY JAMES CLARK has appeared briefly in Sydney's Downing Centre Local Court today
over the leaflet scandal .. which erupted days before last November's election.

CLARK's one of five men charged under the Commonwealth Electoral Act .. for distributing
pamphlets which portrayed the Labor party as being aligned with a radical Islamic element
in the key western Sydney seat.

BRUCE LEVET .. the barrister for NSW Liberals right faction powerbroker JEFF EGAN ..

has also entered a not guilty plea for his client.



Water Hunt (CANBERRA)

The federal opposition says money previously allocated for "re-plumbing" rural Australia
.. may now disappear into buying back water licences.

Water Minister PENNY WONG is set to announce today a three billion dollar program to
buy back water from irrigators in the Murray-Darling Basin over the next decade.

The water will be managed by a new authority .. the Commonwealth Environment Water
Holder .. and used to replenish levels in basin waterways.

Opposition environment spokesman GREG HUNT says the plan matches the former HOWARD
government's policy.

But he's told ABC radio the buyback won't work if almost two billion dollars that was
going to farmers to fund water efficiencies .. is diverted to other areas.



Greenbury (MELBOURNE)

The father of a Melbourne woman shot dead on her neighbour's doorstep yesterday ..

says the suspected gunman has done time for murder and rape.

MAX GREENBURY says his 33-year-old daughter TRACEY tried to end the relationship a
week ago .. when she found out he'd been convicted of rape after believing he'd been rehabilitated
for murder.

Mr GREENBURY says the man allegedly held TRACEY captive for two hours in a caravan
and put a gun to her head .. but she was too frightened to report the incident to police.

He's told Fairfax radio TRACEY feared for her life right up to when she was gunned
down in Frankston on the city's south-eastern outskirts yesterday.



Agius (PERTH)

High-rollers are expected to be arrested .. as Australian Federal Police continue to
investigate a 100 million dollar money laundering scheme involving up to 400 people.

Raids were carried out yesterday in Australia .. New Zealand and Vanuatu .. resulting
in 58-year-old former Sydney accountant ROBERT FRANCIS AGIUS .. ordered extradited from
Perth to Sydney.

He'll face charges of conspiring to defraud the commonwealth .. conspiracy to cause
a loss .. and laundering more than one million dollars.

The AFP says further arrests are expected from the high end of town .. with up to 20
people being investigated and another 400 identified as participants in the scheme.



Austria Abuse (AMSTETTEN)

Austrian police are trying to find out how a father managed to imprison his daughter
in a windowless cellar for 24 years .. and have seven children by her .. without authorities
and neighbours knowing.

Police say 73-year-old electrical engineer JOSEF FRITZL has confessed to holding his
daughter captive .. in what Austrian media have branded "The House Of Horrors".

The daughter and three of the children were imprisoned in a 60 square metre cellar
in Fritzl's nondescript two-storey home .. in the small industrial town of Amstetten.

A 19 year old girl .. and boys aged 18 and 5 .. were locked up in the cellar with her
since birth and had never seen sunlight.

Questions are being asked as to how this went on unnoticed .. as the house is in a
busy street with shops .. and particularly as FRITZL built extensions to the cellar.

a park commemorating the World War One charge by Australia's Light Horse Brigade against
Turkish forces in Beersheba.

WA: 13-year-old boy killed in collision at Kalbarri

SYDNEY, Dec 26 AAP - A 13-year-old boy has been killed in a collision between a four-wheel
drive and car in the Kalbarri National Park, about 500km north of Perth.

The teenager, sitting in the rear of a Mazda coupe, was killed in the collision with
a Landcruiser at about 3.15pm (WDT), police said.

The crash occurred on an unsealed road leading to the Z-Bend lookout.

The boy was taken to Kalbarri Health Centre, where preparations were made to airlift
him to the nearby town of Geraldton.

However, he died at the scene.

No other details of the accident were available.

The boy's death is the fourth in Western Australia since the beginning of the holiday
period last Friday.

Early Friday morning, a 45-year-old man from Highgate died when his car collided head-on
with a truck on the Brand Highway, north of Perth.

On Friday night, a 60-year-old male pedestrian was killed after he was hit by a car
while walking alongside a road in Sawyers Valley, east of Perth.

And on Saturday afternoon, a 24-year-old male motorcyclist died after running into
a road sign and colliding with trees at Hillarys, in Perth's northern suburbs.

SYDNEY, April 3 AAP - Sydney is a neighbourly city where most people know their neighbours,
a survey shows.

It's a result that may surprise those who believe Australia's most populous city is
an impersonal place.

But 86 per cent of more than 4.2 million Sydneysiders know their neighbour, according
to the survey by insurance company AAMI.

It also shows that Sydneysiders are willing to call on their neighbour for a favour.

The snapshot shows that 83 per cent of Sydney residents would ask a neighbour, friend
or cleaner to collect their mail or keep an eye on their home while they were away.

However, one in eight Sydneysiders, or 12 per cent, think they would be safer living elsewhere.

Conexant Systems, Inc. (Nasdaq:CNXT) announced today that it now expects revenues for its first fiscal quarter, ending Dec. 28, 2001, to grow approximately 10 percent over the $201.0 million reported for its fourth fiscal quarter of 2001.

The company said its revenue outlook has improved largely as a result of stronger-than-expected performance in its Wireless Communications Division, which is now forecast to grow approximately 35 percent sequentially. Revenues from the company's broadband access business are also somewhat stronger than anticipated, with sequential growth now expected in the 3-5 percent range. A sequential decline for the company's Internet infrastructure business remains in line with original expectations. Last month, the company said it expected sequential wireless growth of 25 percent, and total first quarter revenues to increase 5-7 percent over fourth fiscal quarter revenues.

"This increase in revenue expectations primarily reflects the impact of sustained strong demand throughout the quarter for our wireless product portfolio, including power amplifiers, radio-frequency subsystems, and complete GSM system solutions," said Dwight W. Decker, Conexant chairman and chief executive officer. "In addition, total Conexant backlog visibility continues to improve steadily, increasing our confidence for sequential revenue growth in the March quarter."

The company also said that it now expects to significantly strengthen its balance sheet by the middle of next year. As part of a merger agreement between its wireless business and Alpha Industries, Inc. announced separately today, the company will receive $150 million in cash from the sale of its Mexicali, Mexico semiconductor assembly, module manufacturing and test facility to the new merged wireless semiconductor company. This transaction is expected to be completed in the second quarter of calendar 2002. Additionally, $150 million in cash on deposit with a key foundry partner will be refunded to Conexant in approximately six months.

"Building on the success we have demonstrated over the past two quarters in our cost-reduction and cash-management activities, these two steps will add a further $300 million in cash to our balance sheet by the middle of next year," Decker said.

Shuffling deck chairs

The total deregulatory issue was joined in Washington last week as a delegation of network affiliates followed their network leaders to town to argue their side of things. To review the bidding: the networks are asking for total deregulatory relief on ownership issues so that they can compete with all the relatively unhindered media--cable, satellites, telephones, the Internet--in the rapidly changing media marketplace. The affiliates want to keep the 35% national cap on TV ownership, which acts most importantly to keep the networks in line. There are many other ownership dereg issues on the table, but the cap is where the rubber meets the road.

In the long run what is at stake is the continuation of free, over-the-air broadcasting. In the short run this is a battle over program compensation: the affiliates wanting to continue the present system, the networks determined to end it. It's clear to us that something has to give. The networks, essentially, are loss operations; only one is truly profitable in any given year. If they don't get relief they will either close down or become cable networks, in an instant obtaining the dual revenue steams all broadcasters need to compete in the new television millennium.

This page, of course, has been for total deregulation for, oh, 68 years. We never thought it was the government's role to be anything but a spectrum traffic cop. That remains our point of view, although we understand step-by-step deregulation may be the wisest course. Even the networks that embrace it today were late coming to this party; they've never asked for more than incremental deregulation along the way.

We'll just say this. If those with policymaking power want to do something to give free broadcasting a competitive break, they better get to it. AT&T will have everything else sewed up by Christmas.

A break in the dam

At last, it's tine to buy that big-screen digital set. Finally, there will be a critical mass of prime time, high-definition programming to watch, Just when we thought it might take years.

It's all because of a deal stuck between CBS and Mitsubishi, the Japanese set manufacturer, to transfer the network's preexisting 35 mm film product--up to 15 hours a week--to 1080i high definition. The other networks will surely follow suit, and digital television will be on its way.

The possibility has been there all along. Most of prime time--as much as 80%--has been produced in 35 mm film from the medium's genesis, beginning with black and white and continuing through color. And 35 mm, of course, is the film equivalent of HDTV. The only thing standing in the way has been the film-to-tape transfer costs, about $20,000 an hour.

That's where Mitsubishi comes in, essentially stepping into the patronage role played by RCA in the introduction of color. Mitsubishi's self-interest in this generation parallels that of RCA in the 1950s and 60s--it wants to sell sets. No programming, no set sales. Thus its enthusiasm for the CBS proposal to subsidize the transfer costs in return for mentions before each show. In the history of digital television, this will go down as one of the more brilliant quid pro quos.

Now, about buying that digital set: Caveat emptor. FCC Chairman William Kennard wouldn't be having his May 20 roundtable with the consumer electronics industry and others if all was well with that end of the digital business. As you've read here before, there is as yet no interoperability among sets and media, nor is there an agreed-upon system of copyright protection. This new compact between Mitsubishi and CBS just makes it more urgent that the set side of television get 'its act together.

Findings in Nonlinear Research Reported from G.X. Wen and Co-Researchers.

According to the authors of a study from Liaoning, People's Republic of China, "Based on the backstepping technique, an adaptive neural network (NN) based output feedback controller is proposed to achieve a desired tracking performance for a class of discrete-time nonlinear systems, which are represented in non-strict-feedback form. The neural networks are utilized to approximate unknown functions in the systems."

"The adaptive output feedback controller needs only to adjust less adaptive parameters, therefore it is clear that the proposed approach can reduce on-line computation burden. It is proven that all the signals in the closed-loop system are semi-global uniformly ultimately bounded (SGUUB) and the tracking error converges to a small neighborhood of zero by choosing the design parameters appropriately," wrote G.X. Wen and colleagues.

The researchers concluded: "A simulation example is used to verify the effectiveness of the proposed approach."

D.C. makes bet on online poker; One of a kind; First jurisdiction in U.S. to legalize Internet gambling.(News)

WASHINGTON -- The District of Columbia is becoming the first U.S. jurisdiction to allow Internet gambling, trying to raise millions of dollars from the habits of online-poker buffs and acting ahead of traditional gambling meccas like New Jersey and Nevada.

Permitting the online games was part of the 2011 budget, and a 30-day

period for Congress to object expired last week, said D.C. Council member Michael A. Brown, who authored the provision.

The gaming would be operated by Intralot, a Greece-based company, and would be available only to gamblers making bets within the borders of the district.

Officials were not sure when the gaming would be up and running, though D.C. lottery officials said they were in talks with their vendor and expect to know more within weeks. Though other states have contemplated legalizing online poker, experts said the district would be the first jurisdiction in the country to do it.

The move to legalize the games comes despite a 2006 federal law that effectively banned Internet gambling. The law prohibited banks and credit-card companies from processing payments to gambling websites in states where such transactions would violate state law.

But gambling experts say the law created gray areas that open the door for an expansion into the multibillion-dollar industry.

A spokeswoman for the U.S. Justice Department, which has traditionally viewed Internet gambling as illegal, declined to comment Tuesday.

"There was really no clear law that said we could not do this," Brown said Wednesday.

D.C. hopes to tap those millions to help offset budget cuts and help social-services programs, Brown said. Conservative estimates from D.C.'s chief financial officer indicate the district could bring in $13 million to $14 million through fiscal year 2014, according to his office.

The gambling green light is no doubt good news to poker players, but D.C. would be authorized to offer other games of both skill and chance. It would be up to lottery officials to come up with regulations and decide which games to permit.

"Anytime you're cutting budgets and you want to save some programs, you're looking for different pieces from different pots and you hope that you get to the number that restores those budget shortfalls and that's what we're trying to do with this," Brown said.

Online-poker games generally allow computer users to deposit money into an account and place wagers against other players similar to real gambling.

Efforts to legalize Internet gambling have stalled elsewhere this year, including in New Jersey, where Gov. Chris Christie vetoed a measure partly out of concern that bars, nightclubs and amusement parks would add online gaming to attract more customers.

A bill in Hawaii died in the Legislature, and one in Iowa is unlikely to move forward in its current form.

In Nevada, lawmakers have been debating proposals to require state gambling regulators to create rules for Internet poker operations and companies that make related equipment.

GTE asks Appeals Court to review FCC's universal service order.

WASHINGTON--(BUSINESS WIRE)--June 25, 1997--GTE Corp. today filed a petition for review of the FCC's universal service order in the U.S. Court of Appeals for the Eighth Circuit.

"GTE is challenging the FCC's universal service order because that order fails to ensure that quality services will be provided at affordable prices to customers in rural and poor areas," said GTE's Executive Vice President and General Counsel William P. Barr. "The FCC's methodology systematically understates the amount of universal service support needed to service high-cost areas.
